Really hard out of undergrad, usually requires PHD in maths or MBA in financial engineering. even for top target.

The above poster is incorrect. There are lots of quant opportunities now out of undergrad at the large quant funds. However, in order to have a successful long term career as a quant, you'll probably want at least an MS anyway. Lots of MS programs are fairly short too. If you do well in your classes you could probably add on a 5th year at Penn and get an MS in either Math or CS. I don't think anyone would advise going for a PhD for the sole purpose of trying to be a quant.

Yes, and as long as you have a strong base in your basics like stats, probability, linear algebra, optimization you will be just as prepared as a PhD. Most PhD spent years focusing on very niche topics. Its the coursework that's important. But I would definitely at least do masters level.

Once you're in it doesn't really matter as experience will trump the PhD.
