Are certain regions more optimal for Entrepreneurship?

I’ve been wondering if certain cities or regions are more optimal for entrepreneurship. For example, it sounded like the Bay Area had a lot of tech startup founders for the past few decades, meanwhile places like NYC may have had noticeably fewer. 
 

I am wondering if any regions now are more optimal for aspiring entrepreneurs. I was thinking Southern Florida potentially, but would be open learning more (both in the US and internationally)

Heard Bali got lots of startup types and expats from around the world 

I have visited Bali for surfing and my friend there who also surfs built a business there. He started an energy efficient lightbulb distribution business for the city of Bali. He is doing pretty well.

Lol SF and NY are cesspools

I’ve seen a lot of startups in the miami dade area, everyone appears to be about the hustle culture life out there
