How many people is too many?

When assessing a lateral move or even in your own team, how many people in the next rung above you would you regard as being "congested"?

Should you aim for a place where you have 2 less people in the rung above you than your level, what is reasonable/good to expect

If 5 associates, is 4/5 VPs congested etc.?
