Why are Seeking Alpha writers & publishers not required to have completed Series 86/87?

I'm a new ape in this whole finance, investing, etc. universe - maybe this question is stupid. But to my understanding, nobody would be allowed to publish their research about public listed companies on seeking alpha without having completed FINRAs Series 86/87 first. Where is my mistake?
