Why Resume isn't Landing Interviews

Semi-target school, 3.9 gpa, networked strongly, but with 1 outside-of-US experience on resume. Is this foreign experience the reason of not getting interviews? Cuz I heard a lot of companies directly declined all the resumes including foreign experiences.

Doubt it has much, if anything, to do with 1 foreign work experience bullet on your resume (unless it's otherwise clear you're an international student). If I had to guess without knowing much else about you, a 3.9 GPA at a semi-target probably just doesn't set you apart from the pack as much as you think. Whether it's grade inflation, or increasingly competitive applicant pools, I feel like every other resume that lands on my desk is a 3.9+/4.0 from XYZ target/semi-target.

"Is there anything else on your resume that could make you stand out from all the other candidates?" is probably the better question to be asking.
